As your pressure control is set to shut off the burner when the pressure reaches 2 and you are reaching 13, shut the unit off and call for help now. You need someone to come to see if the gauge is broken or you need a new pressure switch. If the pressure on a residential one-pipe steam system is over 4 psig, the vents are broken and you are in danger.

As the rule of thumb says:
"For every half-mile that your top-most one-pipe steam radiator is above the boiler, increase the boiler pressure 1 psig."
