While using water heaters is often advocated for small homes, the codes for commercial establishments are usually much more diligent in protecting occupants. You would need complete control sets that would replace water heater controls to include all the features of boiler controls, so using a commercial water heater as a boiler is less cost-effective. There are different construction standards and certifications for water heaters and heating boilers preventing use in the incorrect application unless the water heater alsp has certification as a boiler, which makes it as expensive as buying a boiler.
