You MIGHT be able to patch it using hemp rope, wool cord, or other boat tamping techniques as it has to stop pressure below 3 psig. The surest way is to disassemble the sections and reseal or replace sections, but you still don't know how damaged the sections are and how long it will last. Rather than spend the money on insecurity, it is better to replace the boiler.
