Ran the experiment suggested
Water comes out just before water level reaches T&P relief valve, then runs onto floor.

I can isolate the leak to near the top of the boiler, but is this perhaps repairable?


: If the water is going up the chimney as steam, then you can fill the boiler to the top with water (without the burners on) and see if water runs down inside the boiler and out. If it does not come out, then the leak is somewhere in the piping.
