oil burner control

Hi,
I am trying to understand something.
I have a Carlin oil burner connected to a honeywell aquastat which turns it on and off.
When the aquastat is off, I measure the voltage between the L1 L2 terminals. I get an odd voltage, like 25V DC or measured on AC, 11V AC .
I know the aquastat can switch 110VAC or 24VAC. If it were Line voltage connected, wouldn't the terminals have to be covered in some way by code?
Since I assume this is a low voltage control, what explains the strange voltage readings?
