Should water supply be left open

I have an old boiler Montgomery wards 700, I just bought the house and cant get the heat past 66 degrees in the house. I have to add bleeders to the baseboard heaters because there are none. But the main water line that goes to the boiler is open. Should the supply line be left open to keep water in the system or should I close it. Also what temp should the boiler be at, and if theres air in the line can it decrease the heat alot, I know there is air in the lines because I hear it gurgle, and also to bleed them does it matter which one you start at.
