There shouldn't be any dripping if there is no excess pressure to push that out. The relief valve may be shot and that is why you lost enough water to drop the pressure. Try opening the valve feeding water from the well/city water. There should be a pressure regulator to keep it from getting too high. It will fill very slowly, unless there is a 'rapid fill lever' or a bypass. Bleed air air out and close valve once up to pressure. Get leaks fixed, including relief valve if it is dripping at normal pressure.
