Although, this is for a jot water system, not a steam system. So it may not work for you.

I am not hvac or plumber, only an EE, but in your steam system, is there enough water in the system? I didn't realize that steam systems maintained low pressure like you say. I know my hot water system is supposed to. Maybe you have some blockage in pipe, or one of your steam radiators relief valve is not working.

I have a problem with my hot water system, the pressure just keeps going up past 30 psi, then valve blows. From this forum, I think I have figured out how to troubleshoot it and save hundreds.
