The comment about no air or water coming out of the top radiator indicates that the system pressure is too low at 9 or 10 psig. Add water until water comes out of the top radiator. Note on the gauge what the pressure is then by marking the gauge. this will be the minimum fill pressure required to get water out of the highest radiator. Then add 4 more pounds; this would be the extra 4 pounds required to get air out of a vent at the top if it was just slightly opened. Mark the gauge at that point; that is what the pressure reducing valve should be set at.
