boiler fireing question

I've just had a boiler installed in my new house. Being from the south(now in Minot, ND)I have very little experience with boiler systems. My question is: Should the boiler only fire when a zone demands heat, or will it fire to keep the water heated in the boiler regardless if any zone demands heat. I have a Slant Fin SX-180. With no zones calling for heat, it fires, heats the water to about 190F, then cuts off, cools, and repeats again. It this the way it was designed, or is the high temp limit switch causing it to cycle.
