The choice also depends upon whether there is more radiation in the rooms than needed to heat the house. A higher-efficiency boiler makes savings by condensing the combustion gases. If there is just enough baseboard or radiation so that the water temperature must reach 180F in the coldest weather (most older systems were designed at that maximum temperature) then the boiler will not provide much more efficiency than the standard unit, so savings will not be able to recoup the extra cost of the high-efficiency boiler.

As most new boilers are over 85% AFUE efficiency, there is not much of a spread to support a $2000 higher cost of installation.
