The installer almost 'got away' with the old-timey installation of the circulator on the return; it is not the best way.

Don't reverse-flow the boiler, you can have noise and other problems.

If you must, add a horizontal loop at the supply side to extend the piping to get the circulator pumping away from the expansion tank. You could turn the supply piping with the expansion tank on it in the other direction, then come back with the room to install the circulator.
