Keeping the water feed to the pressure reducing valve open will not fill the expansion tank. However, it is better to do as the manufacturer says and close the feed valve. Check the boiler pressure once per month to become aware if a leak develops. The valve is there to make it easy to service and fill the system; it is not a safety valve to replenish the boiler system if it breaks and sends water into the house. If you worry about not being safe if the water level drops, install a low water cutoff; that is a safety device.
