Steam gauge - vacuum rather than pressure

When I took my one pipe steam boiler gauge in to a supplier to replace it (it was not registering any change when the boiler was in use), the obvious was pointed out to me that it clearly was marked as a "vacuum" gauge and not a pressure gauge. They did not have a vacuum gauge. So my question is - could the wrong gauge have been put on in the past by some amateur like myself or is there some rationale for a vacuum gauge & if so how does it work & where do I get one.
