It's real hard to say from here or make up a check list, especially without real model numbers, oil/gas, domestic hot water (DHW) from it etc. As Harold said, modern power burners are noisier. Your "cycling time" is what I don't like. The blr should light off and be on for a while (maybe going from low-high-low fire), or be off for a while if it is just satisfying an aquastat for DHW. A good third party technician might help. I have noise control brochures from Knauf and Owens-Corning on wall and ceiling constructions. Perhaps some of that is on-line.
