Oil Burning Hot Water Heater

I have a 6 year old oil burning hot water heater (Koch Brand).

Just this past week, it has begun to really smell like fuel when it first kicks on (and for the first few minutes it seems). I don't see any leaks, but the fumes persist.

I don't know if it is a coincidence, but it seems that this problem began the day I fired up my oil-burning furnace for the first time of this season.

Could it be related? What is the best way to diagnose this problem?
