Being a Beckett burner, I assume that you are burning oil. CO is pretty rare from oil Steam boilers will take a while to heat up, new or old. Unlike circulating water as soon as it gets warm, you have to get to about 215F and then add plenty of energy to vaporize it. Get your water usage to a minimum - leaking valve packings or air vents should be fixed/replaced. A new boiler might gain a few percent of your fuel bill, but they don't come cheap. Actually a new boiler might not last as long as your old one would have.
