If you use your basement a lot and want it heated and your system is not banging or throwing water out of vents, then you might want to leave uninsulated. If you don't want to heat the basement, I'd insulate. It's not cheap and easy to get a good job around fittings and all. If you have a big radiator a long ways from the boiler use a big hole and forget it. One pipe steam is not very controllable. Thermostatic air vents are available that can help, especially if a room gets hot from other sources intermittently.
