Piping insulation & Adjustable Vent Air Valve setting

The steam pipes in my basement are not insulated. Would insulating them make much of a difference in how rapidily the upstairs areas get warm, or would insulation not make much of a difference?

Also, I recently changed one of the air vents for a radiaitor to a variable setting valve. How do I determine what setting to put the valve in. Is there a special formula, as explained by someone at Home Depot, or is it just trail and error?
