As much as I am going to stick to the steam stuff for the rest of the season, I'll cast my vote - indirect heater for several reasons including efficiency. 120F is safe, but low to get any first hour rating. Especially if you have modern thermostatic shower valves. Right after the DHW tank goes off, run hot water from a sink into a glass with a good thermometer in it ($8 Taylor 220F cooking). Also, if some of the five in the remote baths are starting the hot water and then going away for a while til it warms, start disciplinary action. I'd boost it to 130F max until you do any changes. If your inlet temp is dropping your first hour will drop.
