HELP!! Heat maker Mark II/ Trianco Inc.

I have a Heat Maker Mark II boiler that supplies heat and domestic hot water. The circulator for hot water for the baseboard heating constantly runs. Already changed the relay. Is this normal operations for this particular boiler?

Please advise.
