Did you hear flow? You probably had a valve shut. The pressure should not drop. If your gauge is reading properly (don't trust it a lot) it should stay at pressure if the make-up valve is working to maintain it. Check carefully everywhere for any leaks when you do get it up to pressure. The plumber should have checked the make-up etc. Many make up valves have a rapid fill lever to add water quickly enough. Make sure that all air is vented out of the distribution once you get some pressure. Sometimes a hose is attached to blow air out of the lines and back to the basement to get rid of it, perhaps the plumber was doing that. It's tough to tell from here with such little description.
