Some clues to the operation of the boiler may have helped the estimator, such as asking you if the system was working well and comfortable in every room. This would give the information that the boiler size from the burner and nameplate were doing the job.
I would feel uncomfortable about not looking through every room at the radiation to understand the layout and possible improvements.
