You have fuel (do you think a good rate?), so go for air and heat. Check that you have a clear chimney and connector, right to the firebox. A barometric damper as used on oil burners should maintain a constant draft level. Make sure air passage from the intake through the grates to the firebox is clear and any blower is clean and working. Are you getting a thick layer of ash blocking airflow? If so look hard at the ash removal setup. A coal vendor might have a manual for your system. I haven't had much luck on the web for anything on residential coal.
