A larger risk from an undersized boiler is that it will run dry trying to fill the system with steam and crack, or get filled with make-up water and then flood when the condensate gets back. You might be able to reduce your load by pulling out interior radiators in hallways etc and pantries where they don't belong, especially with the improved building envelope.
