What your specs say is that the circulator now whizzes water around the system fast enough to take the heat away from the boiler until the water hits the high limit control. The burner then shuts off till the water is cool enough to fire again or until the thermostat is satisfied. You need to know the output of the blower unit. There is a limit of 5 fps to the speed of the water whizzing around as higher speeds erode tubes and fittings and make noise.
