The only reason for connecting a cold water line to a hot water line outside the tank is to allow some cold water to mix with the hot water on the way out to the tap. If the device is acting as a sentry to make sure you do not feel dangerously hot water, no one can advise you to disable a safety feature. It is time to have it repaired by a qualified plumber.
