Your boiler is about 40% overkill for your size apartment, but that is not unusual for the old rule-of-thumbers. You could improve your situation by replacing the hissing vents with new ones to reduce the humidity.

Tankless coil boilers are usually left at 180F or more to provide hot water, so your lower water temperature setting is much safer. It is not near to being 'cranked.'
