If your pressuretrol allows, lower to 1.5 off. If the loop rises back up above the waterline, it is to allow water from the main to drop into the return, but not steam. If it rose back above the waterline the boiler water does not flood it anyways, the condensate does and it should refill to levels based on pressures on the two tops of it. One psi raises that water 27+ inches with a little more for friction above the waterline. If you can drop a half psi with a different pressuretrol you would drop the water 13+in. The Honeywell P404 comes in different ranges.
