From your first post you make it sound like the horizontal take-off is almost full of water. You still get a bit of steam over it to heat the valve and then it condenses without being enough to heat the radiator. Removing the vent all together will show that it is not the vent. Remove the radiator and see if the valve blows a lot of steam. That would rule out the valve disc haven fallen off. You drew water out of the take-off, you should have none there in any case. If the vent and valve are ok, and the bottom of the radiator is clear, a different one will not help, they are just a box with two holes in it. I'd take a stone chisel and hammer (or rent a hammer drill)to the masonry wall and gain a half inch if possible. Or the riser could be cut and a section replaced with two shorter pieces and a union. Or you might be able to go straight up into the 2nd floor and then horizontally to that room, especially if you have a closet over cupboards etc to hide the new pipe. Remove vent, try, remove rad, try, blow/soak out water, try and if works then you have a pipe full of water. Don't leave with the thing open and don't get burned
