I would almost guess that it is a thermostatic balancing (anti-scald) valve that needs adjusting. Go to plumbnet.com and post there. They are the people with plungers. If you find that your hot water is so hot that it is turning to steam on the downhill side of a valve or restriction where the pressure drops and you make steam there, we will let you back in here.
