Oil burner nozzle runs on!

I have a oil hot water furnace. When it shuts off the oil still comes out of the nozzle and burns in the chamber. I replaced the oil filter and nozzle, but it still does the same thing. I checked to see if the nozzle is too far in the chamber, but its not. When the burner turns on it blows some black soot out of the draft pipe and also out of the top of the chimney, but then runs fine.

What things can cause this?
