Tuning Steam System

Here's a couple of newbie questions - 70 year old steam system.
1) Is there a way to determine the logic of when a radiator will heat. When I turn up the thermostat, it seems that although just about all radiaitors will throw heat, some may or may not on any given cycle.

2) Is there a way to increase the amount of heat a radiator throws by changing steam vents.

3) Should steam vents hiss? I have only heard one hiss, the rest are quiet.

4) Although the boiler is old and probably inefficient, my basement stays a toasty 75 degrees and the house is always cold, even with the thermostat set at 70 degrees. Certain rooms never get past 66 degrees. Can the system be tweaked to
get more heat to these rooms without blowing out of the rest of the house.?
