Can I add radiators in my basement?

PROBLEM: I would like to install some steam, floor radiators in my basement. These radiators only have an intake; they have no outlet. Can I just connect up these steam, floor radiators by connecting them to the pipes in the basement ceiling? If I currently have a steam system, will I need to convert to a water system in order to connect these radiators in the basement?

I do not know if I currently have a water or steam system in my house. I currently have four radiators on the first floor. They each have an inlet pipe and an outlet pipe and a little valve at the top that apparently does nothing. There is a big, upright tank in the basement that also connects to the potable hot water heater. There is no visible water pump or water-level sight glass anywhere - so I assume it is a steam system?
