boiler and burner efficiency and water

Two things: we have a Berlon (Italian make) boiler, 175000 BTU (150,000 actual) for heating an indoor pool, hot water tank and some heating around the pool which sometimes comes on, sometimes doesn't. The boiler is fired by a primitive looking gas conversion burner(boiler was oil).The boiler is on all the time, the relief valve drips, and now there is rusty water in our hot water tank and when I drained some water from the tank, it was brown. We wonder if we should scrap this old boiler. We were told it was great, but our bills are enormous, so can it be efficient? We were also told the boiler water should not come into contact with the tank water, that there is a heat exchanger inside. Our heads are spinning with these problems and we are nearly ready to chuck it and move. Any suggestions (including moving!) would be welcome.
