A steam system varies the temperature of the rooms with its on and off-cycle. The different radiant output from the radiator surface also varies as it heats and cools. So a comfortable setting is one which fells OK at the coolest of the temperatures. If you use a sensitive thermometer, you will notice the changes. Comfort is a personal matter based on the movement and health of the individual. A thermostat is often the cause of a guaranteed argument between individual perceptions. The most even heat is constant circulation water heating.
