You said it looks like a two-pipe radiator. Is there two pipes screwed into it or one? If two, there should be a shut off valve on one of the pipes and a trap on the other. The trap is just a little chamber that the pipe goes through near the radiator. If there is one, unscrew the cover enough to see if you get steam when there is pressure up. If you do, the trap is probably shot. You may have two-pipe for that one radiator so that the steam pipe can run downhill in the bsmt, and then the water wouldn't get back without dropping out the other side.
