Do you mean that you have the type of sheetmetal baseboard heater like in modern hot-water heated houses. As in 1/2 or 3/4 inch copper tubing with aluminum fins stuck onto it, in a sheet metal baseboard? With steam going to it? What is diameter of the pipe feeding this moster and the size of the monster hxwxl and diameter? How far, horizontally, from the steam main in the basement does this start? Is the feeder and monster iron or copper?You need volume and surface area for steam radiation. Does this have a pipe in and a pipe out, or just one? With air vent it is probably one. You need extra size for one pipe to allow water to drain back under the steam. To raise baseboard to pitch, you pull the front cover off, without bending it and unscrewing it from the wall and pick it up a little. Iron radiators you pry up with a 2x4 over a block and shim it.
