The more the merrier, especially at this time of year. A lot of sytems just had steam pipes insulated. This helps keep the steam dry especially at the start of cycles. A slight cap now and then along returns can help spot any leaks sooner and dry out if it gets wet. If the basement isn't inhabited and you don't need as much heat for the plumbing off in some crawlspace I'd insulate to save the heat for upstairs.
