There is no way to estimate fuel usage from a boiler model number. There is no indication of the nozzle size for fuel flow rate. Fuel usage depends upon the size of a building and its resultant heat loss providing degree day readings. If the building is large and uninsulated, the fuel bill can be proper.

The heating cycle indicates that the building is large, but well insulated from the long off cycle. Little else can be deduced from the facts given.

To understand what else needs to be said, investigate the heat loss computer program at
http://www.hydronic.net
the diamond-shaped help buttons in the program give much information on what heat loss has to do with structure. The radiation EDR section of the free lessons describes how heat output of radiators relates to heat loss.
