Do you have a one-pipe or two-pipe steam system? With your problem it sounds like a one-pipe, and in this case you would put these thermostatic valves on the air vent and not on the steam inlet to the radiator.
For only 42 it will not break the bank, these are not too expensive. We supply Macon & Istec but many companies make them, all right around the same price.
