Any one have a lead on low cost thermostatic valves for steam radiators? I'm dealing with an owner that has a cash flow problem at this time.

I got 42 units with the old basic on/off valves. (15 of them are smaller studios and get hot.) Tenants are turning these off and on, and as a result causing MAJOR banging. NO ONE sleeps at nite.

Any suggestions?
