The causes of scale are many. High tds, improper alkalinity, ineffective blowdown, improper blowdown, poor chemical maintenance, and many other things, including inattentive operators. What I would recommend is to send the scale sample for analysis. This will tell you what the majority of the scale is composed of and should help you to determine what caused it and how to prevent it in the future.
