I have run across this as well. New Jersey has mandatory licensing and manning requirements. States that don't are accidents waiting to happen. This is evident by looking at the National Board of Boiler and Pressure Vessel Inspectors website, where they list accidents. States and Jurisdictions that require licensing and manning are inherently safer.I would contact your boiler inspector and plant insurance carrier and get thier input. I'm sure they won't like it. Unfortunately, many states don't require it. All that the National Board and ASME can do is reccommend. You can check out the NAPE and NIULPE websites as well, they may have some info.
