As the 1009 is a replacement for the 1033, it should have a subtractive differential, so the pressure should stop at 2, except for some over-ride by the excess metal heat at the end of the cycle. Tweak the pressure down to 1-1/2 by turning the square screw at the top to see if it results in getting the pressure a bit lower - or if the control is bad. With the differential knob inside adjusted to minimum, the control should work normal with no skipped cycles - if not, time for a new one; you need a dependable, safe pressure control.
