Many old cast-iron sectional boilers will look like a radiator with the outside insulation off the sections.

Must be an antique, though there are regulators still made to modulate gas according to steam temperature. Good idea, but no concern for efficiency as the heat exchanger air passages don't change to make sure the lowered gas flame doesn't 'channel' through the passage with more excess air.

Light the pilot by hand and let it sit there on the end of the pipe - hope the pilot or flame doesn't go out or it is launch time.
