radiator has a mind of its own?

hello, everyone.

im in my first apartment. it has 6 floors, all working on radiator heat. steam, i believe. my apartment gets really cold when the radiator "decides" stop working. i hear in infamous water hammer noise, and like clockwork my radiator produces heat at 4am for about an 3 hours. then, it works again around 6pm until 11pm. it gets really cold when not heating my apartment.

any advice? im on the second floor. where the steam release valve is, there is a bit of rust deposit from the radiator spitting. im thinking its something to do with the boiler. maybe the water should be changed, too?

im an art student. im a girl that likes to fix the "fixable" things on her own. the super takes a LONG time to fix things around here. im not a professional, but if it is within reason, i'll definitely roll up my sleeves and do it.
