It is their opinion. It is mine that having a bit of water forced into the expansion tank during a cold fill gives the system a small reserve of water when the air leaves through a vent, as will happen as the water warms and some 'pockets' of air move to the vent. I assume the hand valve to the PRV will be closed as manufacturers recommend.
I'm second-guessing the site manager; but he might be allowing the PRV to be open at all times to make up the difference against the instructions of some PRV manufacturer's instructions.
