Did he replace the pigtail to make sure it isn't clogged, and look into the hole the pressuretrol sets on the pigtail? A lot of dirt can fall loose from pipes during repiping. Having a pressuretrol rebuilt in the field is not a safe practice, new is more sure. You don't need to replace a working boiler, just get the controls right.

Of course, the hope of manufacturer, supplier, and plumber sales is to replace an entire boiler for a scratch on the lower left sheetmetal - Christmas is near.
