There are companies that have made many such retrofits to old houses over the past half-century. It is often easy to do so as the walls don't have insulation to block passing flexible 3/4-inch pex tubing up through walls. Also it is possible to run tubing through closets to get upstairs. All that is needed is the components that make a hot water baseboard system, nothing special. Cutting the large pipes that go to radiators upstairs makes a good chase to run flexible tubing through.
